Bitter about litter

I have to laugh at HRM's new campaign against littering in the city. The campaign posters that I have seen mention that the average fine for littering in the city is $400.00 and that it costs HRM something like $2 million a year to clean this litter up.

This is a joke. Just look out your car window any day of the week as you are driving along any street in the city. Where's the clean-up? Here's an idea.... why not slap a little 10 cent surcharge on that cup-o-Tim Ho's coffee??? Oh yeah...those posters that I mentioned...more litter....
