I just moved to Halifax from Toronto and I can not believe the state of affairs with regards to renting apartments in this fair city. The feudal process of 'applying' to rent an apartment in which you need to provide your previous landLORD's name and number so they can check up on you is completely Draconian. I was in the process of being checked out by three different landlords for apartments that remain empty to this day! They would rather leave the place empty then rent it out to someone they have not taken a blood sample from. As a university educated white male I can only imagine the hell that this 'application' process represents for marginalised and minority communities here in Halifax.

The ability of landlords to raise rent is virtually unfettered here and the tenants ability to break a lease with 2 months notice is unheard of.

The Residential Tenancies Act (written in 1989!) needs some serious overhauling.
