Motorcycle Noise

Why is it that a motorcycle owner can make their bike as loud as they want to the point my whole home will shake as they go by and that is ok, but yet if I have a custom exhaust on my car that isn't anywhere near as loud, I can fail safety inspection and get ticketed? —No_exhaust
