@Joeblow. I know enough about city council to know that when a developer pitches a project that is not endorsed by the councillor, it often doesn't pass because why would the other councillors vote it in? So that empty lot by Banook will stay empty because Gloria doesn't want a multi -unit building there and no developer would put in single family homes because it's not economical. And for the record, I. said 'choices' of restaurants, since you can't eat at CC all the time.
