I complained last year that Karsten plays “process cop” at council meetings, an irksome habit that continues unabated.
But the same personality trait led him to closely examine the whys and wherefores behind a proposal to change the way the city figures transit taxes, with positive results.
The proposal was the foot in the door for the much more comprehensive tax reform effort, and to Karsten’s great credit, he realized that there’s no consistent logic behind either effort, and so voted against it.
I was wavering between a B- and C+ on this grade, but Karsten’s annoying council demeanor earns him the lower grade.
