Every Time I See Your Picture I Cry is an odd confessional following the grand yet hopeless plot of an estranged garbage collector and failed art student.

By snooping through windows and waste bins, the protagonist attempts to form a directory of "profound and intimate insights" the chronicle the lives of his fellow citizens.

As he carries out his labour of love a maniacal killer follows his efforts and picks off his subjects one by one.
