AboutAs a 5 time winner of the "Best Councillor" award by Coast readers, Dawn is liked by this paper's readership; but can she pull off a third term in a tight race in one of the politically toughest districts in the HRM? We're not taking sides. She is a draftsperson by trade who has lived in the peninsula all her life. Her political life started when she started a neighbourhood watch on Creighton Street in the 90's to tackle prostitution and the drug trade. Since then, she actually went to school - Henson College and Saint Mary's - to study municipal governance and administration. She also reads Business Voice, apparently. Goals and Issues
Dawn lists: affordable housing (mixed stock), HRM by Design, heritage preservation, safety, transportation, economic development, fair taxation, arts and culture and environmental sustainability as her main issues. She wants to be reelected to seal the deal on HRM by Design. She wants a housing strategy that guarantees a 1% allocation of affordable housing in new developments. She wants more community policing and cops walking a beat. She is an arts and culture booster (without saying exactly how she would support it).
Dawn has no ties to any political party.

2008 Coast Report Card
Dawn Sloane entered city politics through the activist door, not the mucky muck door---she tirelessly worked to reduce the street prostitution in the north end, then became involved in community organizations that eventually catapulted her to her council seat.
She brings the same sort of energy to council, and speaks her mind. I like her, in part because she annoys some of the other councillors so much. Out there on the internet, someone posted something saying Sloane is "more intelligent than she comes across," which is a reference to the never-mentioned class dynamics on council. Sloane doesn't play the mucky muck script, but rather forces them to deal on her terms. This is good.
Sloane's intensity and abrupt manner serves her constituency well and she's mostly right on the issues. But as Mike Fleury wrote last year, "Sloane needs to be able to transcend the day-to-day council bullcrap and present a strong vision---but achieving that could prove a difficult task for such a passionate and sometimes impulsive voice."
That's an assessment I share and it's a year later. But, I'm not sure anyone could do a better job, given the circumstances of her district, so I've bumped her up a bit from last year's ranking.

"In 2000, we criticized Sloane’s predecessor Graham Downey for often sitting in an “impenetrable silence” during council meetings. This is no longer a problem. The feisty Dawn Sloane is many things, but she’s rarely at a loss for words. Although her focus during in council sessions does occasionally wander from the heart of the issue she’s discussing, when Sloane truly cares about something, rightly or wrongly, she throws herself into it. She describes the urgent situation on the corner of Spring Garden and Queen, where the shitty surface parking lot continues to uglify the downtown core: “We need to move on this immediately. This is a wonderful area for the new library, mixed use and a events plaza. We also need to move immediately on the two parking lots on Clyde St. New businesses want to move into the area.” She also displays a certain level of tolerance for graffiti as art, and was one of the few councillors to refer to it as such: “I don’t agree with making the victims of graffiti responsible for its cleanup. We should designate areas like the power station site” on Lower Water Street “where people can practice their art, and if they are caught tagging or vandalizing via graffiti elsewhere, the culprit should have to pay for the removal, clean up litter and be barred from purchasing or being in the possession of paint.” Dowtown issues being our forte, we could go on; Sloane was instrumental in getting cars off the Grand Parade, for example. But we digress."
