It might be prudent to first confirm if there is some law enforcing bar/resturant owners to offer or at least supply glasses of ice water upon request. Your love of Spears aside, I have a hard time being sympathetic to your gripe when you attempt to distort the issue and akin the bar owners to law-breakers.
As Bro Tim pointed out in his first reply, stop being cheap. If that bar is busy, it's safe to assume they'd rather their tables and facilities be occupied by paying customers. Also, If you're willing to venture the bar tenders are law-breakers, then I'm willing to venture that by them not giving you water is purely a matter of tactic: some of them may not want you singing any more Britney ;)
