The Lowest of the Low always mixed power ballads and jangly pop masterfully, like they do here on “Everywhere and Nowhere.” It’s a tune to match “City Full of Cowards” from the long-ago Hallucigenia. When the band mixes in more punk with the rock, such as on “And then the Riot,” they win. But too often they lose big with tired anthemic rock (“Concave”). There’s enough here to justify picking it up, but get ready to scan ahead. —Sean Flinn
