Remarks: Back in December, local dignitaries appeared at Fort Needham Park to pay their respects to those felled 90 years before. They placed wreaths at the base of the Memorial Bell Tower, one emblazoned with "Halifax Regional Municipality," the next "Royal Canadian Legion," a third "Province of Nova Scotia." Touching, no doubt. But, six months later, the wreaths are still there, brown and brittle. Phelan didn't answer his phone this week, but could someone remove the now-disrespectful wreaths?
