The infilling of and development along the Northwest Arm over the last year have intrigued me quite a bit.
Now, to make matters more interesting, I learned about the proposal to completely fill the upper portion of the Arm, as a way to deposit all the excavated rock and soil from development projects in the city, as well serve as as a destination for the green bin compost and sludge from the Harbour Solutions sewage treatment plants.
Along with this proposal comes the idea of continuing Dutch Village Road along the then-infilled Arm, to provide access to the south end via Jubilee, Coburg and South. Furthermore, Jubilee would be continued via Melville Cove to Purcell's Cove Road, thus by-passing the rotary. This development would be self-financing, since large tracts of valuable real estate are created from valueless by-products of our society. To address concerns of the environmentally inclined, a green-belt including a string of ponds will run along the former middle of the Arm, connecting to Fleming Park and eventually to Point Pleasant Park.
The expected rate of infilling would be 200-300 metres per year, thus a complete infilling would reach Point Pleasant Park around 2025.
Property owners adjacent to the Arm would be required to fill their own part of the Arm, whereas on public lands everybody could dump their excavations. Regular public-infill events "Dump-to- Own" e.g., on Horseshoe Island and in Flemming Park would become community events.
