Reacting to a Elton John concert scandal in Sudbury---city councillors there scalped their freebie tickets---mayor Peter Kelly put out the word: Halifax councillors shouldn’t expect free tix if John plays here. Without it, we get---what’s the word? Oh, yeah: corruption.
