What's wrong? Dead wreaths commemorating Halifax Explosion victims.

Who's responsible? Brian Phelan, parks and open-spaces supervisor, 490-4867.

Remarks: Every December 6, a collection of local dignitaries appears at Fort Needham Park to pay respects to those killed in the Halifax Explosion by laying wreaths at the base of the Memorial Bell Tower. Every winter those wreaths sit there, rotting, until every spring they become disrespectful eyesores, and every first week of summer, someone calls The Coast to complain and every June we say again: Hey, dude who cuts the grass and empties the trash---can you get rid of the dead wreaths already?
